Overview of activities
The Agency regulates and controls access to the cross-border road transport market by
the road transport industry and is in the process of facilitating the establishment of
co-operative and consultative relationships and structures between public and private
sector institutions with an interest in cross-border road transport.
We are also involved in the collection, processing and dissemination of relevant
information, the provision of training, capacity building and the promotion of
entrepreneurship generally and, in particular, with respect to small, medium and micro
enterprises with an interest in cross-border road transport.
The regulation and control of cross-border road transportation is a service provided to
the land-based sector of the transport industry operating across borders. This function
used to be heavily subsidised by government in the past, but will now be carried out along
commercial (non-profit cost recovery) lines.
The CBRTA performs the following core functions:
- Advise the Minister of Transport on cross-border road transport matters and assist in
the process of negotiating and renegotiating cross-border road transport agreements if
requested to do so.
- Regulate the road transport industrys access to the cross-border road transport
market.
- Facilitate ongoing co-operative and consultative relationships and structures between
the public and private sector in support of cross-border road transport operations.
- Undertake road transport law-enforcement.

Streamline cross-border road transport regulation and law enforcement.
Regulation
- Improve turn-around time by decreasing the permit-issuing period from three months to
one month.
- All permits to be available from provincial CBRTA offices.
Law Enforcement
- Improve and harmonise law enforcement with our member states through the standardisation
of penalties.
- Maximise opportunities for local operators through intensification of law enforcement
and minimise cabotage by member states.
Facilitate the entry of SMMEs in the cross-border road transport industry
- Encourage the taxi industry to upgrade to midi- as opposed to mini-bus vehicles.
- Influence major freight operators to out-source to SMMEs as opposed to growing their own
fleets.
Reduce the agencys financial dependency on government funds
- Reduce the fixed cost structure of the Agency.
- Investigate other sources of additional sustainable revenue.
Contribute to regional market integration
- Intensify Joint Route Management Committees based on corridors.
- Investigate the possibilities and benefits of upgrading from bilateral to multilateral
agreements with specified member states.
Develop and implement effective human resources development initiatives and transform
the agency to reflect South African society more adequately
- Undertake a job grading and bench-marking exercise to ensure that all job positions are
appropriately aligned within the overall organisational structure.
- Identify opportunities for the appointment of affirmative action candidates.
- Identify appropriate training and development gaps and provide the necessary
interventions.
